Insitu Group was formed in 2015. Charlie Blomley and Oliver Smith sought to establish a construction company that offered its clients a genuine customer-focused experience that was both agile and authentic. With the addition of Brooke Smith and Paul Smith, the executive team have over half a century of industry experience and passion. Scott O’Connor joined the business in 2016 and was appointed to the role of Director in 2020. The Executive Group is rounded out by Stephen Goodman and Ray Tesoriero, Associated Directors. Tasmania is serviced through our Hobart offices, offering the same level of professionalism, systems and support to the regions.
Coming into the business’s sixth year, with rigorous financial management and processes, the financial position is strong and sustainable. The company’s turnover has grown steadily, with a solid $70m result achieved in FY20.

Our team has specialist experience in refurbishments and new builds in the retail and commercial sectors, along with extensive experience in live, trading environments. This experience brings a fresh approach – focused on safety, programme and quality – to a broad range of projects outside the retail sector.

Oliver has developed a wealth of practical and strategic experience across all facets of construction since his introduction to the industry in Geelong in the late 90’s. He has delivered many complex new builds and refurbishment projects but his passion, specialist knowledge and experience is in high-quality retail and commercial projects.
Driven by the quality, level of care and discipline needed to work in live public spaces, working hard to go unnoticed. He’s successfully delivered over 10 major shopping centre projects, in live environments. Oliver strengthens each project with his unmatched experience in value management and construction methodology.
Charlie has worked in the construction industry since the mid 90’s. After completing an apprenticeship and a Diploma in Building and Construction he joined a Tier 1 builder and commenced his progression through the ranks to Senior Site Manager.
Charlie brings extensive technical experience to his role as Construction Director, having delivered complicated commercial, residential, retail, hospitality and educational developments.
With a trade background and broad-ranging practical experience, Charlie is an invaluable resource, providing support to our delivery teams.
Brooke brings extensive construction experience from more than 15 years working on retail, commercial and residential projects, both builder and client side. As General Manager, Brooke is responsible for the financial management of IG’s projects, ensuring each project is administered in accordance with our rigorous standards and systems. She also manages the implementation of business improvement and innovation. Brooke has a genuine passion for positive change in the industry, making it sustainable for women and the next generation, long term, so much so that she was nominated for a Businesswomen Award in the 2018 NAWIC Awards for Excellence and voted in the Top 100 Women in the Construction Industry 2020.
Paul’s career in construction began in the 80’s after completing a carpentry apprenticeship and progressed through the ranks to senior management roles before becoming an owner/director of a large Melbourne construction company.
Paul is highly regarded for his broad and unrivalled industry expertise. His extensive retail, shopping centre and high-rise residential experience includes many of Melbourne’s landmark projects such as Melbourne Terrace with Fender Katsalidis, Chadstone Shopping Centre and the Jam Factory. His role as Development Manager includes overseeing all aspects of IG’s development projects from sourcing properties to architectural design, sales, design and construction.
Scott’s career began in estimating, tendering retail, commercial and institutional projects. This developed Scott’s exceptional ability to establish and drive both design and cost-efficient outcomes. From 2010 to 2018 Scott administered and managed many residential and retail projects before becoming an Associate Director and now Director, heading up the Insitu Group Pre-Construction team with Oliver.
His role as Pre-Construction Director begins at the estimating stage, understanding the key deliverables of the project, ensuring these are managed well from the design phase through to site mobilisation. His project delivery experience is invaluable to this front-end role, allowing for a seamless transition through to project delivery.
